yo, E max allows more mobility, which means more trading and survivability early also E gives you 2 AA reset, which is going to be your main source of damage in early trades in comparison upgrading Q early doesn't really give you that much dmg bc it really scales of items (crit) and not really levels

as a Nilah otp i feel like E max is better for snowball, and is optimal in 70% of matchups however Q max can still be better in some scenarios. examples : if enemy botlane will try to gap close you in trades (Alistar/Samira, Nautilus/Tristana), Q max is better than E max because you won't really ever chase them you can also Q max if your priority is waveclear, for whatever reason, for example if you bought cull, or if enemy botlane has double range and doesn't want to interact with you, then the optimal play is just to perma shove and then roam, so you want to Q max for better waveclear
