Simple answer is it allowed in the Quran to get married yes so you cannot change the laws of Allah show the paper is invalid you will be sinful for even accepting it but you can still do Nikah because the people is invalid the laws of Allah do not change for the desires of women or men

Nikkah is essentially just a contract. It's a marriage contract between the man and the father of the bride, obviously the bride consents with her signature too but her father/wali is the guardian so his approval is necessary too
