I believe Tier 0 is usually defined by the percentage of players using the deck to win. I think if more than 60% of players are using basically the same deck, it becomes tier 0.

This is what happens when a meta slave is so used to clicking to activate card effects immediately on instinct because they are so used to running infinite negation boards where none of their own effects are ever activated to possibly negate. I know better because Superheavy Samurai has the potential to self-negate all the time with Flutist in the graveyard.
