The Rocket team are real jokes and seriously need to do something or else, unless there is some villain that can bring the series back. DP was one of the best. Dropping kids from 50m in the air, intentionally hurting Pokemon and death (I hope not but it would seem like it) since the Latios movie.

So, why hasn't Arceus banished it to the Distortion World yet? 1. Celebi lives in Johto, that's out of Arceus' jurisdiction. 2. Celebis crimes are a completely different level from Giratina. If Giratina met Celebi and asked them what they're in for, Giratina would wet itself every night. In fear of their very life. 3. Just what exactly *are* Celebis crimes? Careless time-manipulation, time-travel, and time-distortion. Messing with the speed of time, the date, causing paradoxes. You know who won't stop asking Arceus to do something about it? Dialga, the keeper of time, and some say: linked to time itself, Celebi gives Dialga headaches which further distorts time, Celebi has been known to put Dialga in coma, or make it pass out. This causes, what I call, a Time-Freeze-Point, where perception, space, forces, and movement still happen, but they can't happen yet, and when Dialga wakes up, Instantaneously, everything that would've happened if those forces, velocities, accelerations, etc. had kept going for "as long as Dialga was napping". Imagine cars being shifted forward so far they go over the ocean and plummet toward the depths (Say "Hi!" to Kyogre for me!) Celebi has caused countless deaths. . . . And It doesn't care, it smiles anyway. Truly Celebi is a sociopath. Truly, Celebi is the ultimate bad thing in the entire Pokemon Universe

Most Pokemon aren't usually "evil" per say. Especially in most of their anime projects. The TV Show and movies almost go out of their way to say they ain't all that bad. Besides, creatures usually don't get "villain" status.
