The flag for England in the style of Wales being the dragon just coloured white is in reference to an old legend about two dragons who battle each other; a red dragon representing Wales and a white one representing England. This legend, and the fact that the red one defeats the white one and brings peace to Wales at the end, is why there’s a red dragon on the Welsh flag to begin with. Honestly, I think the white dragon being on the England variant is a pretty clever reference.

Fun fact : in 1848, France could have adopted a plain red flag. The red flag had been the symbol of the martial law for decades, and the revolutionnaries started to use it themselves around the 1820s, as a rallying symbol. After the Monarchy of July (1830-1848) had adopted the tricolor blue-white-red flag, many thought it couldn't be the republican flag anymore, and that the red flag, symbolizing the blood of those who gave their lives to overthrow the monarchy, was a much better symbol. It wasn't adopted by the National Assembly, but became the symbol of those who considered the regime should be more radical.
