Because those states have different laws. PA, MI & others won't let ballots be counted until Election Day & are overwhelmed. No early counting like most states do. Simple law changes would rectify situation. Either way you vote.

I know someone who requested a mail-in ballot, but then chose to vote in person. He was honest and told a poll worker he had a mail-in ballot but chose to vote in person. It depends on the state. In Florida they were allowed to process mail in votes before election day. That's why Biden had the big lead to start, and Trump caught him when the in person votes started to be counted. In Wisconsin, the mail in votes couldn't be processed until election day. That's why Trump had the big lead, and Biden caught him as mail in votes started coming in. All that should matter is that the American people get who they voted for, but our parties and media have us choosing party over country. That is why the country will fail soon.

Real answer is some states dont allow processing of mail votes until after the election, and they take additional processing to ensure they are legit. That said, the mail gets delayed for weeks because the President has appointed people to destroy the service by removing its capacity to actually sort mail in the run up to election - as such there are likely a lot of votes still out there undelivered due to the actions of the president to suppress the vote.
