To be actually fair, there are multiple reasons why heroes can’t do their work, being sick, heavily injured etc. so it wouldn’t be 100% accurate if they just assumed like that. Cause not only do they not have all the details, their evidence is fairly limited. And it wouldn’t make sense to make assumptions like that, but of course this is my opinion. And not only that, Hero / Villain costumes kinda make it hard to figure out their identities (mostly cause of the magic)
