You can order a noodle without a broth (and may ask a restaurant for a separated bowl of broth). We call it dried noodle (Kuay tiew hang). My favorite is dried egg noodle. But normally you have to add a condiment to suit your palate too.

Yes it is safe 😉 one is boiled and they do not use tap water in cooking, you will see a lot pf big water containers around Thailand, locals drink safe drinking water as well 😉 We never had food poisoning from street food.
