This is something I accidentally run across too on a trip to Bangkok in 2006. I got mixed up on the river boats & got off on one pier a little off the tourist path. Locals were selling big bags of bread to feed the fish. Whenever someone would dump a bag in the water, the fish would get in a feeding frenzy! Must have been smaller fish as there was a lot more splashing than in this video. This wasn't one of those things you do on purpose -- I had just stumbled across it accidentally.
