It's an oversimplification to state that and unfair to pin the blame on everyone involved. When you look at the the policies he advocated for in 2000, 2005, 2015, and in 2020 you will find that they are similar to one's he proposes now and are the pragmatic policies that need to be taken to generate economic growth. But you have to remember that for 10 years there was protectionism and cronyism and every attempt at prime ministership was under an executive from a diff party which made policy implementation difficult, you have to give credit for the yahapalana gov for its econ management regardless of its other flaws.
