Yeah that seems strange. If you can get close enough to the dog to read his tag, you can surely get him some place where it can't run away. I have a cat at home so I wouldn't be able to take a dog at home with me but I'd call the number and wait with the dog until the person could pick it up. Or take him to our local police who have a few spots for pets they pick up
