there must be a bug since you can't direct seed/pant into oilseed radish and get a fertilization stage (was possible it was added in fs17)

You need to cultivate or plow the oilseed radish back into the field. This will then give you a 50% fertiliser state. You can do it twice to get 100% then just sow your next crop into it
