In most cases I would prefer the saddle seat be too big for the rider. However, when the flap is too large that can be a problem for a rider that is able to use leg aids

Yes! That can definitely be a challenge for our smaller riders. I find in those scenarios I then I have to "be the legs" for that student and assist with my own body language and verbal aids to help with forward movement. I like to use that "short leg time" to also really get students solid on a longe line and build an independent seat.
