It was free and meant for many people (like new players) to get it. Moreover, all units released early on in the game's lifespan will be bad compared to today's units. (Ex: Phantom Mangle was pretty good back in Season 2; now it wasn't the best but worth getting. Now, phantom mangle sucks because better units were released as time went by)
