I am NOT an expert at all, but it seems like many are based on kits that need to be machined to completion. However some are probably bought completed and others may be build entirely from scratch.

@@parkerbrewer1257 The kits sound like a lot of fun to build. I have been searching on the Web but can't find these companies or kit builders. I was hoping someone would know what to search under.

many of them are built from un-machined casting kits but a large number are also 100% custom... there aren't really any companies that do steam engines pre-built but you could always have a machine shop build one for you... but building yourself is much cheaper and more rewarding edit: you can of course buy them used too

@That train Guy there are a couple of diesels/small gas powered units that you can get pre-built, but no steam, probably because of the liability of selling boilers
