It was not shocking to most people who looked at the sampling biases, which were too heavily democratic in most polls. While there are more registered democrats, republicans generally make up for that with greater turnout. Last election, a bias of 4% turned out to be right, if I remember correctly. Adding another 5%+ was foolish, considering trends in voter registration and knowing that Hillary was having difficulty drawing new people (depending on what 'new' means, I guess.) The 'shocked' contingent seems to consist of those who really, really wanted Hillary to win.
