Kizaru probably doesn't want to kill kids. Luffy is genuinely impressive to all of them. He doesn't want to kill Garp's Grandchild. If Dragon isn't an Ex-marine, they believe killing Luffy will bring Dragon there as well like Whitebeard. If Dragon Ex-Marine, Kizaru definitely knows and respects him. He is more than intelligent enough to see having Luffy alive is good for the world. Think about it this way. The first time Kizaru is called, it's because Luffy punched a celestial dragon. So Luffy punches Charloss , Kuma acknowledges that Luffy is the most daring version of Dragon and Garp , his Transponder Snail rings with a certified Marine invasion from Kizaru's unit on the island and as a part of that he will participate , so he must make sure at least Luffy survives , he briefly doesn't like pirates , so only Luffy matters to him due to his actions and of course , Bonney.Knowing Kizaru , Kuma definitely assumed Bonney wouldn't be harmed , so his focus was Luffy.After the saddest episodw of One Piece , yes it has always been 405 , after the PTSD Kizaru , Kuma and Sentomaru deliver to Luffy , after Luffy being blasted away by Kuma , the scene is cut from Kizaru , Kuma , Sentomaru and Rayleigh standing in that circle around Luffy.Afterwards , in Marineford , Kizaru and Sentomaru don't go for the kill on Luffy at all , Kizary only repels him and even by openings , Kizaru doesn't engage further.One could say it is plot armor , but come on , this , righ after what happened in Sabaody Archipelago?It's just too convenient considering one is a Marine and the other one is a pirate.Kuma most likely after blasting the Straw Hats away did tell Kizaru and Sentomaru his thoughts about Luffy being Nika and pleaded them not to go against him.He then told them that he knew what his disobedience would lead him to and that he would accept it , so there was no way Kizaru and Sentomaru should feel bad for him. But now that think about it Kuma probably only told Kizaru that since we see Sentomaru trying to capture Luffy once he returns to Sabaody. In Marineford Kizaru pretty much rephrased what Kuma thought before blasting Luffy , "You gotta have more than courage Straw Hat Luffy , without enough strength you won't save anyone" which is a callback to what Kuma "seemingly" did to the crew in Sabaody Archipelago. Another reason Kizaru is also acting weird in Egghead is Jinbei , like Aokiji with Robin , Kizaru is the "angel" that allowed Jinbei and the Sun Pirates to continue living after understanding the Koala incident taking the blame for her kidnap upon the Marines and their incompetence to stop the kidnappers.Furthermore , in Marineford , neither Kizaru not Jinbei ever engaged in a fight , probably because of the mutual respect that grew between them thanks to the Koala incident , pointing out Kizaru is also the Marine Jinbei respects the most probably.Now in Egghead , Jinbei also doesn't want to engage in the conflict , had it been any other high ranking Marine Jinbei probably would but since it's Kizaru he'd call it quits. Last but not least about the Sabaody invasion , even if offscreened , Sengoku probably instructed Kizaru not to go after Law since he would think Law is the best chance the world has to one day see Doflamingo's downfall.

Yeah I agree this is not plot armor I believe this was planned 100% I do not think it takes much for Oda to do a basic roadmap for his story in terms of its characters, such as: 1. The good guys from start to finish (self-explanatory) 2. The people that remain bad from start to finish (Doffy/Saturn/Arlong/Kaido/WG/Maybe Greenbull/Possibly all of the God Knights) 3. "Good guys" that turn into true antagonists (Kuzan) 4. "Bad guys" that might become late game protagonists to the story (Kizaru and Katakuri) No different than creating a character, deciding on their devil fruit power, and what arc they are going to appear in, etc.

Most marines, just like most people are decent and try to help each other. However most pirates are villainous scum who lives their lives by no moral code. They plunder and kill without thought. We always end up getting this idealized view of pirates from the Straw hats and their compatriots, but lets not forget what evil beings pirates generally are. Are there good pirates? Absolutely, however they are not the norm. How many bad pirates are there? Arlong, Caesar, Moria, Buggy(kinda), Kuro, Bellamy, Doflamingo, Crocodile, Big Mom, Kaido, Kreig, Blackbeard, Kid, Bege, Hody and the list goes on. If that were true then Kizaru would have killed Luffy with one shot the same way Akainu tries. All Kizaru ever does is mess with luffy by blowing up the ground and kicking him (Luffy is made of rubber so kicks do close to no damage to him). If Kizaru had wanted he had thousands of chances to send a light beam through Luffy's head and kill him. Now because of Plot that would have never worked but Oda could have depicted Kizaru trying to kill Luffy and having other characters like Marco and WB block the attacks as they do against Akainu. Instead Oda shows Kizaru messing around the way Aokiji does and I'm pretty sure it's because of Garp being their mentor. Also everyone kind of knows that there is a 50-50 chance that killing Luffy would result in Garp attacking and killing them so everybody but Akainu thinks twice about it.

Also, rather than observation haki, the real limitation is human senses. From what we've seen, Kizaru should be able to move at the speed of light and he does claim to, but he doesn't actually. Same as how Enel should be capable of much faster speeds than he has shown. Its most likely that they are unable to do so because their own senses can't keep up.

But the Mera Mera no Mi is always mentioned as the ultimate devil fruit and the most powerful one. I believe that is because the potential of the Mera Mera no Mi is way bigger than the potential of the Magu Magu no Mi that Akainu possesses in terms of power. Also it provides wider range attacks, more speed and better mobility, overall it's a better Akuma no Mi. Just like Enel was a beast levels above Luffy, he still got beat due to Luffy's Gomu Gomu no Mi countering Enel's lightning, and that also happened to Ace, the dude is an underrated beast, we don't know if he could use Haki or not, but he was the 2nd division commander of the biggest baddest pirate crew in the One Piece world. However, just like rubber counters lightning, Akainu's Devil Fruit might also be the natural counter to Ace's mera mera no mi. Look , just some thoughts , since the ages pretty much confirm it in the timeskip , Kizaru being 58 and Dragon 55 , since Dragon is an Ex Marine , he and Kizaru definitely knew each other in the Navy.My guess is they weren't really that close but Kizaru would certainly know that Garp's son wouldn't lack a tiny bit of Garp's benevolence and idea of justice.As we know , Dragon deserted the worldwide naval army for his own reasons which however remain unkown for the time being. But see , i don't think Kizaru is aware of any of the Revolutiknary Army members.Yes i know , i know what's coming next but in Sabaody Archipelago he doesn't seem aware or suspicious at all that Kuma might be an executive officer of the Revolutionry Army. Despite that , Kizari is shown coninuously asking Kuma why is he doing what he is doing and why is he literally going against the orders of the Navy , knowing how much Kuma supported the Navy from any other warlord (it completely makes sense when most of the islands in the One Piece world are safe because of the Navy , otherwise i doubt Kuma would be that supportive of the Navy) , of course Kuma cannot answer him much. With enough prep and at 100%, Luffy would have beaten a good portion of the named characters in one on one fights besides the Logia users, Mihawk and Doflamingo. The problem was Luffy’s rash desire to save Ace, which made him run away from most of the fights, and the fact that before he even set foot on Marineford, he was half dead. His encounter with Magellan should have killed him, and if that didn’t do it, his recuperation after going through Ivankov’s treatment would have done it. He is fighting this war at less than a quarter of his full power and it doesn’t help that the marines have sent their full force out to get Luffy.
