Tremor, Kabal and Kano are teh premier members of the group. I think if there was someone to add to this list of great Black Dragon members, it would be Kira. However, this would be a Kira with a different moveset. Maybe have her keep the knife throw, but I would change her other abilities. Make her more of a berserk warrior, one fitting someone who could escape when surrounded. Hell, maybe even give her a limited stealth attack to reference her disguising ability.

Tremor is the earth using calmer guy, Kano is the utter scumbag, Kabal is the fast merc who wants his bounties. And this is just putting them to small descriptions. What is Jarek though? He's a scumbag like Kano who can do less. Yes he has the rope, but that honestly makes it worse. He's more of a normal guy than Stryker. For me, Jarek was just Kano 2.0 and as he never clicked, they were right to not use him again.

Kabal: easily my favorite out of the bunch. Kano: He’s never been my favorite character but he’s always been cool. Tremor: I actually never knew about him until mk9 but he was really good in mkx. Tasia: would love to see her as dlc for mk11, she needs an actual appearance. Kera: never liked her but she’s better than kobra, is she had an original move set and interesting story I’d give her a chance. No face: he has nothing going for him. I feel like Kobra could work if they played on the fact that he looks like Ken's brother, kinda make him MK's Dan Hibiki except instead of being a joke, he is like Ken if he was a villain but still kinda have it be jokey to an extent where they realize he looks exactly like Ken and play around with that for jokes but at least make him some sort of threat. No-Face could EASILY work if they gave him the modern game treatment. He is a dude with a burnt ass face who uses a flame thrower and grenades, he's like a less comedic Pyro from TF2. Jerek, I am not sure what interesting things you could do with him and after watching your videos I can't get over his MK4 endings. Tasia could work, people love having sexy ninja chicks in MK, they just need to make an interesting gimmick for her, hell maybe they could even retcon her as being Jax's wife so his beef with the Black Dragon becomes even more personal now that he is married to a woman who used to have ties to them. I am not sure how Kira would work as much like Jerek, there really isn't any interesting angle you could give her. She isn't a sexy ninja, a cyborg, a psychopath (at least not in appearance) and unlike Kobra where you could at least play on his apparence for some interesting shit, she just looks like some read head minion. Both her and Jerek really have nothing going on for them. Kano just needs to actually win some more, Kabal seems to be given some justice in MK 11 as he actually seems pretty damn fast to the point of easily blocking automatic fire and Tremor is a god at this point so yeah. I can see ways for all but Jerek and Kira to work in the games.
