What is the owl made of? And is it formed around a PVC pipe as it looks to be?

This is a good question. Unfortunately, I don't know. I do believe the inside that held the swag may be PVC pipe. If I find myself in the area where the geocache is hidden, I will inspect it more carefully and let you know what I find out. Thanks for watching!
