I'm a Cameroonian PhD applicant and supposing I got a graduate assistantship that waives my tuition, pays my medical insurance and also a monthly stipend, will I still need to provide a personal (or sponsor's) bank account even though I already have full graduate funding from the university?

When it comes to loans, over 60% of international students use that route. It is good to discuss that but it doesn't impede your visa application.

If you have tangible reasons for choosing your program, school and the preferred country, you only need confidence and articulation. As for the loan you have to prove that you have enough funds to pay your monthly deductions. For eg. If you’re to pay $500 per month at least have a bank statement with 500x12 = $6000. This is enough evidence that while in school you’ll not be under any stress to payback your loan within a year at least.

Hello I got denied a f1 visa today a second time the Vo didn't even ask me any questions he just said we have your information here before, what has changed in your circumstances I said alot has change I'm working now and the essence of wanting to further my studies in line with this course. Vo: same school? I answered yes,Vo: same course I said yes, vo: same major I said yes,lastly vo: same sponsor I said yes, he said I can't issue you this visa, handed me the blue paper with 214b I asked why, he said same reason you were refused the first time, your sponsor is ineligible of sponsoring you, and your sponsor is still same I was surprised and he said nothing further. My first interview was a female consular officer in 2021 December she never asked for my dad financial documents she just asked who's my sponsor I said my father, vo: what does he do? I answered he owns a construction company: vo: how many employees I said 30/35 workers currently due to covid and that was it..I wasn't asked to present my sponsors bank statements same this time again and my dad is more than capable of sponsoring me, how do I go about this please?

@VINCENT BEDIAKO Far from it Vincent, he already had info on my past record. I did highlight some changes with my job on my first interview I wasn't working then hence the need to actualize on my major as its in line with my current job. Another key factor I see there was d fact that the former consul officer had bookmarked finance as a reason for my first refusal so the second v.o highlighted my sponsor out specifically as the reason for my first n this very refusal.
