That's a common accents among many latinos who speak spanish but speak more english than spanish. Ik cause where I'm from almost everyone has that accent (me included) cause we grew up with hispanic family but we speak english most with friends and in school so our spanish isn't perfect and we have an accent when we speak english so it sounds like we're not fluent in it but we really are it's just that we don't sound like native speakers idk if that explains it lol but we're basically native Spanish speakers but over time started speaking english more and so we have an accent but english is a more comfortable language to speak for us
