Ikr, his origins are definitely in the Other World but that's all we know. Who knows, it could be the Grand Kai that trains them, and I think he's probably Frieza level in power (in Dragon Ball Z, not super)

I wanted Mr. Popo to make a Vegeta Doll and add a hair of Vegeta to it to make Vegeta train against himself. Do you think Vegeta could defeat a Doll of himself? Goku couldn't defeat his doll

Although it was appropriated by the Nordic people as being a representation of Subsaharan peoples the character archetype from the original near eastern origins the creature he is isn't human it is a golem. The golem of prague was chinaware clay because of the difference in available materials in the near east the golems are made from petroleum tar and natural resins. Clearly in DB this is not the context inspiring Mr. Popo aside from the near eastern dress a golem would not have lighter palms than the rest of him nor have a tooth. He seems to fall under the persistent misconception that people from the near east have extremely deep complexions them being confused with adjacent peoples with whom they had cultural exchange Moorish people are actually relatively fair but their portrayal in theatre by actors having painted themselves with pitch gave birth to the notion that Moorish people actually look that way. Moorish people are actually olive and they have looser ringlets rather than the very tight coils of the Shakespearian misrepresentation I guess you maybe say the Namek are analogous to the white-moors and that would mean the close association with the black-moors and Mr. Popo is the latter the Namek definitely have the nose closer of the former while Mr Popo lacks a nose at all. The Namek nose is still much more subtle than Edo period art depicting Portuguese traders from the Japanese perspective oh my gosh their faces are entirely their nose the inverse situation often the western artists didn't bother drawing a nose at all kinda like Krillin

The art for Popo looks like old time American racist caricatures of slaves and African Americans in general. I like popo as a character he’s deep he’s dedicated but I don’t appreciate the art style he’s basically a “mammy” character.

In fact, Popo is based on Mahakala, a Hindu deity depicted with soot black skin, red lips, big round eyes... That is why Popo wears an Indian turban with a jewel in its center, to symbolize Mahakala's 3rd eye.
