She already had those powers , it was mentioned in SF3's epilogue that May was a shadow demon like Lynx and other ones. He left his copy in a time where the world is getting created , the void itself and it was Stranger(Liberator of the Mortals) himself who taught the Ancients like Mnemos and Indigo to fight. He gathered knowledge from all Multiverse all for himself to create the ultimate version of himself. Shadow never achieved this feat and since the main Character is the best version of Stranger(PLOT ARMOR) , he was able to beat Stranger. Stranger isn't actually that cruel anymore btw , he does have a soft side and did go for friendly duel with the Descendant. He even apologized for what he did in Gates plane (YES HE SURVIVED ALL OF THAT) and said he was hungry for power that time. Makes him a very well written character.

The thing is why people say "shadow got nerfed so bad" is due to the fact he beat all the eternals in the underworld. In the underworld eternals have the ability to get rid of shadow energy. And we know shadow having his whole self embodied in shadow energy at that time, and doing that takes ton of durability. Another thing is that he beated different embodiments and specifically Tenabris, which is the embodiment of the great void where all creation started which contains many universes/mulitverses, also created the rest of the eternals. Sf2 shadow(after defeating titan) would still body stranger, let me prove it to you. Mnemos said it very clearly that even shadow could not cope with such power, and it only obeyed to two people in history, the desccendant and the hero, because it originally belonged to them. The historical importance index...whoever has it the highest ultimately commands the verse. Pretty much plot armour. Mnemos said it very clearly that only the descendant of shadow could match the descendant of shadow, and no one else, not even shadow. Not to mention that shadow had already died by then. Sf3 shadow is also stronger than sf2 shadow due to historical importance index. If your sf2 shadow or "underworld fodderdow" had any chance, he'd have summoned them, but he didn't. He made it very clear that only the hero can match stranger and no one else. (Which stranger was holding back against in epilogue). Your boy shadow was surpassed, like it is confirmed in the game. Don't be nostalgic to deny the facts, just accept that.
