Civilian leaders tend to temper the more extreme impulses of some military leaders or try anyway. In Niger the insurgency was on the wane so the ultimate decision maker must have been doing something right. In some countries the people with the guns are the ultimate decision makers.

A year or so ago I was stationed at a hospital in country neighboring Burkina Faso. A badly injured patient was brought to the center. Before performing surgery I noticed something peculiar about the one who brought the patient. He was very calm , stood straight and had a keenly observant eye. I asked if he was an army officer but he denied. He was very supportive of the injured patient. A few weeks ago I saw him again - President of Burkina Faso. There was something about him!
