Although hostilities between North and South Korea ended roughly seventy years ago, they’ve still TECHNICALLY been at war this whole time. After a recently escalating arms race, and the US & South Korea’s recent reaffirmation of their alliance in the face of North Korea’s missile program, the North and South have AGREED to AGREE that IN PRINCIPLE, the Korean War has formally ended.
That being said, they haven’t sat down to hammer out the details. It’s unlikely that North Korea will agree to any kind of agreement unless America agrees to agree to withdraw its military presence from the region. Agreeably.
And the US probably won’t agree to agree to a reduced presence in the area unless North Korea agrees to agree to cancel it’s ballistic missile program, which it’s probably not gonna do. And the US also kinda has a vested interest in remaining in the area, since it lets them keep a foothold (30k troops) right on China’s front-door, and project it’s military presence into Asia in general.

And as you pointed out obviously the United States did help South Korea build its military. They are technically still at war because by that time when the peace treaty between them was proposed by the UN or something i forgor but anyways when it was proposed NK and SK were too busy growling, spitting and hissing at each other to agree. They could just meet up and sign it but they're too lazy as of right now.

Well it’s way more sad then that. North Korea is still in war with South Korea (technically) and if you learn how they treat there own people, damn. And then you have China, if people try to flee from North Korea China will send them back where they get killed a lot of times, or worse. It’s just crazy sad. And I’m from Germany, we had the same bs with East and West Berlin after ww2, but luckily we managed to come back as one nation.
