The One below all used his created D'Spayre (who's extremely old he was never created to do all this) who then implanted Bruce banner with some of his power the hulk can now hulk out. Titan Hulk fought on planet hulk where he murdered countless hulks while Dr. Strange said their was no possible way to defeat Titan Hulk, he tried to save the remaining few via portal..... Titan said "nah" (not literally) then tore reality in a fit of rage and jumped through the tear to end up where Dr. Strange and the Hulks are..... end of comic (not read the second yet.

Hulk just received a massive boost in power and currently can be scaled to The One Above All. Doomsday is currently a Hell Lord. He fought and defeated Martian Manhunter and Supergirl who was wearing armor created by Neron that was built to fight The Presence and all of heaven. So yes they are currently equal. You’re not even up to date on the current runs from both characters.
