Good points I think the implementation partners get the projects with often a stringent timelines and the team then delivers but here most gaps can get created just to deliver on time. I think even the clients should think about having their own dedicated team full time on a project that will increase the success rate

I've worked as an OCM consultant for 10+ years (also am PMP certified and have worked as a full fledged PM on 3 projects) and unfortunately either 1) OCM doesn't get fully recognized and gets relegated to the backseat or 2) OCM does get recognized and given critical responsibilities on a given implementation but only to be positioned as a scapegoat if/when there's an issue down the road (e.g. post implementation etc.) 9 times out of 10 it's the PM's who are the most vocal about blaming the OCM side. PM's are in the hot seat throughout and see OCM as an easy 'target' so it takes a very experienced OCM point person to push back w/o hindering the PM/OCM so-called partnership. I'm oversimplifying, but in essence, that's the reality. OCM as a discipline has become more and more unfulfilling, partly because of the above but that's just the tip of the iceberg, unfortunately.

Look at the US Army’s Integrated Personnel and Pay System - Army (IPPS-A) project!! It has been a very difficult implementation!!
