They'd started electrifying their rail network, but still had mostly steam locos running on it (as in, they had the electric infrastructure in place to run electric trains, but hadn't managed to replace the trains themselves yet) And then the second world war broke out. They were previously getting most of their coal from Germany, who refused to sell it to them if they remained neutral and didn't join the German side. To get round this, they modified they're steam trains to pull electricity of the network and electric heat the water in the boilers.

Nuclear power plant are essentially steam engines, they boil water and transform into steam, to power a turbine (instead of the piston, inside a steam turbine the expansion is more efficient). Steam engines never left ❤
