Both is good tbh, depends on if you want yuuhime's ap pushing or chuyao petrification, I think if U use yuuhime a lot is better make her R6, or if U use chuyao in PvP and you want to stone the enemy then r4

Having played this game on and off, yeah I think going back now is good since there still 20+ days on the summer event plus returnee gifts/missions is great. Although if you're going for top ranking better not play it since a lot of old whalers now have r6 meta espers 😅, but if you're casual its good to comeback now.
