What does a Ruby Engineer do compared to Ruby developer?

I worked at a company where the programmers in non-business software had software engineer in their title and the programmers working on business software had programmer in their title. On the business side you also had folks who had analyst in their title. They sat in between users and the programmers. I suspect these companies like Google use engineer in the title to suggest that the programmer/developer does more than write code, they design or architect the system or portions of it. Or in most cases that would be "could design or architect the system or portions of the system if the opportunity arose".
