The staff was used for guiding, but the rod was for correction. There is even a verse that mentions not to get caught up in your kids crying about getting punished either. Personally, I feel like any form of discipline can be abusive if taken too far. Everything may not warrant a whoopin, but it does fit the "crime" sometimes. Kids need to understand the ramifications of their actions early, so it don't escalate. But they also need things explained, encouragement, rules, love etc...ya know actual parenting.
