It's more of a traditional thing for them, like clothes. They grew up only knowing that their head should be shaved. Even aang was shocked to wake up and find he had hair. And don't forget the air acolytes also shave their heads despite being non benders, and zaheer also shaved his head even before receiving airbending just because he admired the airbenders' philosophy and wanted to live by it.

Let's be real, its more about being able to proudly identify yourself as an airbender or air nomad, rather than "feeling the wind" which open hair would also be able to do. Edit: many down there act huffy puffy about it. I want to remind you that Aang hiding his arrow by his hair was shameful to him. And that cutting that hair again to reveal the arrow afterwards was a moment of pride and honor to him. Yes it's cultural identification.

Another aspect to consider is that while the female air benders do shave their hair initially, they later keep at least part of their hair longer. So no, it cannot be crucial in its function. It's a cultural choice of identification

Jinora does I believe, when she gets her tattoos. Could be that most opt not to until they feel ready to commit to the identity which would certainly be around that time. It is a more “modern” time of that world so there would be other social norms to consider. Even more so since they are rebuilding the old air nomad identity. They would be remixing old traditions to make a new version.

Then she grew it back, and I don’t think she had a traditional female air nomad hair cut(aka having the front kind of shaved or balded a bit more while keeping the back long), where iirc she grew it back just to her normal hair style. Kinda lame but, still, suppose she technically counts even if only for the purpose of the ceremony. Wish more air nomads did visibly shave their heads though.

I think that’s where it truly comes down to cultural influences…the Airbenders (or Air Nomads) are heavily inspired by Tibetan Buddhist Monks. Like the real monks of Tibet, they dress in colorful orange robes, they shave their heads, and they are vegetarian. Their practices ultimately have to do with their beliefs system, which is based off Tibetan Buddhism. They would likely grow some crops and/or forage for what’s available locally, but since they don’t eat meat, there would be no hunting.
