Since these two agricultural products provide a lot of income, the technical offices and politicians who control agriculture cannot impose restrictions on this issue. As a Turk, I must say. There are no educated local farmers in our country. If they have an opportunity, they use it until it dries up and destroys it. For a long time, crops that required excessive water were planted. And these crops were irrigated by wild flooding method. This also deteriorated the quality of the soil. Moreover, many chemicals were used because crops could not grow in that soil. Because of their greed, they constantly damaged the quality of their lands and became dehydrated.

I live in Spain and to see the plastic greenhouse and forced cultivation is hard on the already dry land. less water intensive crops, licensed and prohibited ground water extraction. much better water management and retention (we have seen how the flash floods are so powerful but not how much of that water was saved.) In my area in Southern Valencia region you can see how the evening dew keeps plants alive even in hot summers as we have just had again this year. This is a natural action yet no one is harvesting this resource? I fear for his region as I suspect it is already too late , once lime stone is weakened it is like chalk and crumbles away or is washes by passing underground water flow. This year he make profit approximately 1 TL for each kg of pepper (1$ for 35kg). If he decide not to use that much water, it is impossible to gain that little profit and it is unnecessary to grow plants. So, what is the solution: government must inspect and ban usage of that much ground water strictly for everybody at the same time. Individuals can not do anything other than stimulating and forcing the executives.
