Why Chelsea don't deserve Cole Palmer

Cole Jermaine Palmer is an English professional footballer who plays as an attacking midfielder or winger for Premier League club Chelsea and the England national team. Considered as one of the best young players in the world, he is known for his agility, dribbling and positioning.
Cole Palmer has shone in his first full season in the Premier League and is a contender for England at the Euros. However his choice to leave Manchester City and the guidance of Pep Guardiola to a now mediocre team like Chelsea is a much debated topic in the football world. Was he right to move away for minutes playing for Chelsea as compared to the eventual opportunities under Guardiola ?
