I think this partly explains the rise of filled chocolate bars. Some companies like Cadbury have been putting all kinds of fillings inside their chocolate, like Oreo cookies. Most of these fillings are less cocoa by weight than the chocolate itself or contain no cocoa at all, for example an Oreo cookie has only 5% cocoa solids, whereas dairy milk chocolate is 30-35% plus cocoa butter. Companies can't just decrease their cocoa solids or butter in their chocolate because below a certain threshold they can no longer legally sell it as chocolate, so by marketing filled chocolate that costs less to produce but is often sold at the same price they can promote a higher margin product.

Absolutely, that is their strategy. That's why you see chocolate bars filled with nuts to the brim too. I remember 20 years back, almonds bars had some nuts in them. Now, it is like more than half are nuts. Also, back then 100gr bars was the norm. Now, you can barely find them. It is common to find sub-80gr bars. Shrinkflation in motion.

I'd imagine chocolate producers would not like to give up their margins so they'll either pass the increased cost to the consumer or shrinkflate the product.

So is there an ETF we can invest on Cocoa?

Unfortunately, no. There was one (ticker NIB), but it was delisted in 2023! If you are in Europe, it is possible to invest in cocoa etfs there. Or, if you have an account with a broker that gives access to foreign markets (ibkr does that). Tickers are COCO and LCOC by WisdomTree.
