I've head-canoned that Gabriel was risen.... and he was paired with Adam. Adam is Gabriel's true vessel, Raphael didn't care about Adam, and Adam's a winchester. He might be through his father's side, but it's the Union of John and Mary Winchester that created their true vessels. Michael possesses John, citing that at the time it was his true vessel - so it only stands to reason Gabriel's true Vessel was Adam given that John is his father. Why use the original Richard Speight Jr. Vessel (character unnamed)? Because that WAS his true vessel, and since Gabriel never let that vessel die, he may actually have 2 separate "True Vessels"... or has one that is "good enough". Gabriel doesn't need a sharper knife - he doesn't want to kill his brother's, he just needed a vessel that lasted. Raising him back, to me, is only natural. The kid who never could catch a break with the greatest party god of all time. That sounds like justice to me. Adam's conscience with Gabriel's creativity? It'd be awesome. Sam offered Gabriel a chance to "work" in heaven, to save it, but with Jack that may no longer be necessary, but Gabriel may be an angel on earth shepherding against dark forces. They may be obscure, but perhaps with Adam they could do some real good. That's my head-canon for what happened.
