Look up "The Feynman Lectures on Physics" by Feynman, Leighton & Sands; it's on-line, thanks to Cal Tech. Volume II covers Electromagnetism.

He's trying to simplify one of the most complicated, puzzling and interesting theory.Magnetic effect is not independent. Its associated with a moving charged particle. The math was too puzzling for me.

He did not know why magnets repel beyond saying there is a force that makes them repel. Scientists still do not. In this clip he is only pretending to explain it. Just notice how much he blathers.

Eloquence does not come with understanding. Repulsive forces are quite readily explained/observable through schrodingers wave equation. The electron waves emit photon waves but you can think of them together as just one mixed wave, it’s practically indistinguishable. When two mixed waves pass through each other, they just go through each other making a temporary chunky wave when they meet in the middle, but because electrons have a spin half when they interact they essentially just swap/gain each others properties/angular momentum so the two waves passing through each other and swapping properties is essentially indistinguishable from two waves coming together and then bouncing of each other. Extra: These two particles are now entangled & large distance repulsion can occur because the photon part of the wave travels at light speed, hence why magnetic fields travel at light speed. Your right we don’t know how it work’s completely but we do have a resolution of it which is probably a higher standard than what you initially thought but not enough to claim we know. So whatever level it is talked about it’s all ultimately indistinguishable if you don’t know.
