There would come a day when Peter would be baptized with the Holy Ghost and fire, this is critical because Peter would then be speaking and walking under the influence of the Holy Ghost and as such would bind and loose on earth under the direction of the Holy Ghost so that what Peter bound or loosed would be by the will of God. thus Peter would not bind or loose from the flesh that could go against God and the word.
