Maine dov k liye kolkata consulate's ko mail kiya tha ..he mail me back saying that in my Pre-enrollment summary it is written that my institution does not require dov , and said to apply for visa . I'm perplexed pls help me ...what should i do now ? Hello, then in this case, no need to apply for DOV. You can directly apply for visa with the mail from Kolkata where it's mentioned no need to apply for DOV.

Hello, your DOV process is to be done according to the state where you have pursued your past education from, which in your case is New Delhi. Accordingly you need to apply to New Delhi for DOV.
