I’m pretty sure what it means is that For Techno: He wears a mask because he wants only the people that betrayed him, see his red eyes even though he has a mask on. And for Dream: He wears a mask because he doesn’t want the ones that he had wronged see his eyes. Probably meaning the ones that he hadn’t wronged saw his eyes.
