I think emperor is the most extreme example of a character that is only as good as the player who uses them. A bad player will make emperor look like a weak character, and a good player will make him look broken, his performance is an accurate reflection of the user's skill.

In my opinion the most balanced characters in sfa are i mean which can be countered easily if you are smart. Those are emperor, lynx, ling, kotl,yukka, helga. Not like those shitty clad, kibo, midnight, sarge,shang, mk. Like if you are facing these if you even want to counter you can't cause their most attacks are unpunishable and have pushback, infinite ANNOYNESS, grab soam
