He’s not hacking. If you watch his gameplay-not just kills-you’ll see the dude is cracked at movement and mechanics too. This is someone who obviously knows the game well and plays all day. He’s equally as snappy and accurate when evading players point blank on him, which obviously doesn’t come from hacking.
