It’s an interesting nuance. ET would consider an earthquake to be the disaster. Humans would consider all (or some of) the buildings falling down to be the disaster. Building don’t fall, no disaster, just a harmless earthquake.

If you have an intuitive understanding of the system security procedures are not exactly the best solution... in many situations they just get in the way of fixing it quickly. Procedure is just what is necessary for most people, experts should have higher authorisation. Not all procedures need to be followed by everyone, there are levels to it.
