I'll be Devil's adovate. Uganda seems to be the exception to the sub-Saharia rule of chaos. Sometimes one rule can get stuff done. The man who runs it is no nonsense. Uganda seems to have order at least. That guy Munevazi or whatever his name is no-nonsense and ironfist.
