He who remains(hwr) thinks that Sylvie killing him won't affect him, after all he thinks that he is right by using a loom, to destroy certain universes so that the main one can be preserved, if the other universes weren't destroyed then the entire multiverse will implode and destroy itself and thus whatever choice Loki makes would still somehow need HWR alive or requiring Loki to make tough decisions by killing, but his mindset got outsmarted Loki didn't go back in time to save HWR, instead, he stayed at the present that has HWR dead, and figured out a way for the multiverse not to destroy itself, by making himself a living sacrifice. And this plan didn't really kill anyone, except HWR that remains dead So HWR's plan failed, and he was outsmarted. It's pretty clear what the HWR's plan was during his discussion with Loki at the end. He knew Sylvie and Loki would kill him, no matter what, so he let it happen and the branches to spread out, only for them to learn that the loom would melt down because of it (which they all thought was the end everything) Then Loki, realizing that having the timeline branch out is impossible, go back in time and kill Sylvie and let HWR live As he said, HWR paved the way for this to happen
