I have a theory on why it happened. It's because the Pyro element will only be unlocked in the final chapter of the story When the Pyro Archon will give the Gnosis to the traveller and not to the Fatui. Because if the Fatui have the last Gnosis, what is there to stop Tsaritsa's Plan of Rebelion against the Heveanly principles. Also, it will move the story forward for the next nation, Schneznaya if the Traveler has the Pyro Gnosis by the end the Fatui will focus solely on the Traveler to get it no matter what and what a better advantage in the Home nation of the Cyro Archon. The biggest evidence that I have was from the very beginning when Dainsleif explained the Nation of War is. "THE PYRO ARCHON SHARED HER SECRETS WITH THE TRAVELLER". And to my understanding with that level of trust to be able to sharre her deepest secrets to the traveller has a high chance of the Pyro Archon to rely and depend on Aether/Lumine for the future of the people in Natlan.

Here's the truth. Xbalanque was never an Archon, he was probably the Dragon Sovereign of Pyro, and one of the dragons who sided with the primordial one, as evidenced by the presence of the Dragon nation during his reign. This also explains why we have yet to see a god in Natlan or any divine being aside from saurians and dragon spirits. The reason why we cannot gain the power of Pyro is because Xbalanque is yet to be reborn, so Mavuika only has partial control over the elemental throne of pyro. Yes, if this theory is correct Mavuika and the former Archons are pseudo archons made by Xbalanque, since he'd be a Dragon Sovereign, Celestia had no reason to take the Pyro throne away from him , so the current Archons are there as an alternative to keep the Vision system working with their authority over the throne. Now here's the data that supports my theory, 1- The human archons do not have the same control over the throne as the other Archons had, as stated by Mavuika herself, she cannot do everything the other archons can 2- The Statue of the Seven not giving traveler any power, which shows that Celestia doesn't control this elemental throne directly, this shows that the elemental throne may have never been taken from its Dragon in the very first place. 3- Apep stated that not all Dragons remained on Nibelung's side once he decided to resort to forbidden knowledge. With a few going to the "invader" side while others chose to remain neutral and a few fought for Nibelung. The Pyro Sovereign may have been the leader of the dragons who sided with Celestia. That would explain both points I cited above.

@yoiko89 I only saw one quest about the sage of the stolen flame so far, I don't know what what is this quest you're talking about, but so far the sage being a dragon was merely a conjecture on one of the character's part and there were no mentions of the dragon he stole the flame being the Pyro Sovereign. So where can I find this quest? I certainly need to do that one

@@izumishinichieiji851 Pyro MC with cinder city might be better than Bennet if Pyro MC's kit has buffing & healing ability. If Pyro MC is not limited to "Circle Impact" then he would probably see more usage than Bennet. Or perhaps we can see Pyro MC and Bennet being used together. Depends on whether his scaling for buffing is not too low.
