He doesn't want to drive. He is good at biking, Roller skating, ice skating. These three need more balance than driving cars. so he can drive if he wants. Jimin can drive car too.

He ranked first in national exams when he was still in school. Last IQ result was 148, probably higher now. But he is so clumsy that he hurts himself and destroys things regularly. And the members are so used to it to the point that Suga just fixes whatever RM destroys in the dorms. And the members telling him not to drive for his safety and for the sake of world peace. But we love him anyways because it is not just the props that he destroys, he also helps destroy the barriers and limits that society put onto todays generation.
