On 21st of september of 2022, the govt of India launched the telecom draft bill 2022. and as soon as it was launched, there was huge wave of outrage from both media and the stakeholders of the digital ecocsytem!! and trust me, it actually looks like a disaster!! and the fun fact is that, if this bill passes the govt might indirectly force to pay for whatsapp, facetime,telegram and all other apps!! and more importantly, its will kill the progress its very own vision of a digital India!!

I feel this bill will overtly empower govt to intervene in personal sphere of citizens. This then can be used by gov to penalise it's critics by intercepting their personal details, chats and so on. This is highly dangerous from the perspective of democracy at gives too much power to govt over Personal spheres of common citizen.

@@harunarandy1423 If you are not conversant with the markets, I'd advise you to get some kind of advise or assistance from a financial/investing coach. It might sound basic or generic, but getting in touch with an investment broker was how I was able to outperform the market and raise a profit of $2.5M For me, its the most ideal way to jump into the market these days

I feel that this will give government unprecedented amount of control over our lives, which can go very dark if misused (i.e china govt using censorship),the govt should work on the 2nd and the 3rd part but the 1st is something that is too risky as well as threatens the privacy of citizens like us . edit:after reading the replies I agree with most them but still i have mixed feelings about this, internet is one of those tools that helps us keep the govt in check ,it is like a double edged sword so the best case - we improve our security worst case-anything against the govt is removed and we lose the essence of democracy

Kudos for explaining the telecom draft bill 2022 in a very engaging and simplified manner. One of the concerns that is being neglected and revoked again and again is the individuals privacy and protection of the data. We are super hyped with the convince that we are getting out of ABHI or UHI and UPI. But one of serious concern is that government are having the control over all the data that is being transferred and transmitted. One may argue that it is for the sake of so called SECURITY. It's not the case most of the time. Now with telecom draft bill, it sounds much worse. If this continues we will end up giving huge amounts of power in to the government and its Associate business (private). While there are ways to get things done by preserving Financial privacy, and personal health privacy. Government is looking forward for ways to harness this data for its own ulterior motives and purposes. If we don't react ,then sooner or later we will end up being a new china . For sure we will see growth and upliftment in very short term ,but on a long term we would be responsible for destroying our own democracy. I would love to hear you thoughts on this as you are one of the few people ,who has an understanding of both the world's. And please keep making amazing thoughtful and thought provoking content, so we are enabling people with right information to act.

@@choclatecrayon8671 yes, I don't have a problem with that. Cause those "American" apps, whatsapp or telegram (kind of) etc. CANNOT read the messages due to something called End-to-End encryption. It cannot be broken, unless the government forces it to. And no, if the US government forced it, it would be all over the news. Cause it really does not take much effort to check if it actually works, anyone with basic CS knowledge can test it. Oh, and before you point out Facebook or Instagram, there's a difference between voluntary and involuntary consent (you know, how sex between married couples is voluntary and rape is involuntary). I don't post my Aadhar details or my home address on Facebook or Instagram.

As a developer, I feel that some aspects of this bill would cause more harm than good and might cause make it really hard for anyone trying to create an application. Right now, it's easy for the govt. to intercept messages by using the IT laws and pressuring companies, but if such a bill would be introduced, people would de-facto switch to private networks and applications beyond the control and purview of the internet providers or the govt.

You are Showing logical and constructive criticism and analysis. Most of the KZbinrs lack this. My mian issues with is are (negatives) 1)new players will find difficult to get license 4:30, which will kill some innovations. 2) Internet shutdown is some way good but, if used wrongly will have great negative impact. 3) Sometimes privacy matters. Positive: 1)showing those company calls names, and stopping our ph no/our data passing to others, ads issues. 2) security issues like internal terrorists using social media can be tackled easily. 3) now recently many insta acc selling live nude video calls for money. So underage kids won’t be addicted(or become victims) those shit if government bans these types of accounts in normal social media apps like insta or Facebook. If they it in other porn sites, it may be ok. But why use normal social media. Government should rethink this and change some of rules in the bill.

I'm part of IT and testing community where Security Testing is one of the key elements and I say support this bill. I'm a Big fan of Think School and Ganesh (presenter), but I also check the original study materials and other sources to have my own understanding and stance because I know the power of media and social media. My suggestion to all of you also is to not get easily influenced by anybody and to do proper due diligence. Keep doing it...don't stop...because everything changes... Now let me define what national security is being mentioned here in Telecom Bill after seeing the docs shared here...We all know today that data is collected from any device which has a MIC in it like Amazon Prime, Smart TV's, Smart watches, mobiles, Alexa etc (Even without it being on)...Have you noticed off-late your phones in India display "Calling using Whatsapp" on calling modes without giving permission..so anywhere you are talking or doing anything in your life there is no privacy...every data goes to different countries....that's how scary the situation is. If you want to further understand this, see the series "Person of Interest" in Amazon Prime which will blow your mind the kind of technology being talked and what it can do in early 2010s itself. So what do they do to you....they do something called as "Social Engineering" by influencing you by a continuous bombardment of info that they want you to see and change your mind with. This is used for destabilizing states (i.e governments) and the Economy, Terrorism, Radicalisation, Conversions, Political influencing, Phishing, Cyber attacks....you name it and everything is achieved....Now I value my security the most...I know this bill will not stop the problem, but there will be a great reduction of the problem at the source which is most important...This should have been done long time back where there are proper regulations..some points in the bill might need to be changed but it should start somewhere... Finally, innovations etc happened from the time Mankind started thinking so this bill will not kill any of it....infact this will create greater transparency and authenticity for talented individuals/companies. PS: For me, it does not matter which political party did this, I would have supported this.

This is a good observation.. like we know that nsa(national security agency) of usa can penetrate in any phone or app of anyone without interrupting the process. This gives a bigger threat to the national security of India . Nowadays mostly all big economies are trying cyber attacks. My point being here is through the data of citizens of a country foreign states can manipulate and create chaos among them!!! And if you think of privacy in terms of digital world there is no thing as privacy every data can decode and read even the highest level encryption .... So worry less about the privacy and try to keep sensitive data in external hard drive....

@@gouthamsudheer2080 Well, Licensing is itself not bad if it is done properly keeping. The 'License Raj' system was flawed because the no of licenses issued were limited and was strictly controlled by an incompetent and corrupt bureaucracy.

TRUE. This is worst bil....it's absolutely going to KILL IT-startup culture of India. I think Indian BABUS got too annoyed that IT-sector has remained outside their clutches for too long(the only reason why IT industry could grow in India was it didnt have to deal with absurd Indian laws like other industries). If you notice IT is only sector where normal middle-class ppl can start companies successfully in India...because it isnt so eavily regulated...while other 'REGULATED' sectors are just playgrounds of Big Businessmen with lots of contacts in gov and sarakaari-offices.......The 'level-playing field' which gov is talking about is actually pushing away the innovative startups and replace it with companies of their own 'friends'

It is great to see that this this channel focuses on the topics and their merits, instead of parties, ideologies or personalities. Even in agreement we will have disagreements and even in disagreements, we will have agreements. But we forget that our entire Aadhar , Pan , Income , Bank details are already with the government itself so did your aadhar, pan , income tax details got sold? Or are you getting any spam emails like "according to your account statement and income details try this new jobs" but you are getting the spam mails from the search history, message history , or from keystrokes . Now tell me who is giving you privacy is it the meta which tracks your keystrokes or the Google which sells your search history . If governments leaks your data or tracks your every movement everyone will be making bandhs/riots/ whatnot but what did we can do to Google or any other companies which are already doing that. There's no privacy at all with this just a beautiful lie enforced on us by these giants , we are second guessing our own government but never dared to questions about ourselves is my data really safe with these companies. From Kerala to Rajasthan we have seen people killed (sar tan se juda movement) for prophet remarks in nearly every case a whatsapp group was there they freely planned the murder but the police got the chats only after 2days-1week . Here you should think of 2 things 1. They still got the data so there is a provision for that it's a long route, now government wants a short route. 2. When it's in government they could take action before the murder or even after the first murder happened they can get alert the alert and could have saved all the other victims. It's not like they are going to keep looking at your entire without any reasons. They can search for these kind of keywords like sar-tan-se-juda and get the data and find the people who are planning it. And I want to say one more thing let's say the government really want to play dirty is there anything stopping them now . Let's say government wants to get data of me and my families and friends chat they can still get it even now. So there's no major privacy issue here. We are just magnifying the issue here. And personally i trust my government more than those giant companies who is selling my search history for ads everyday.

Absolutely right. Both lack of regulation and over regulation makes average people's life miserable. We criticized whatsapp when it tried to remove end-to-end encryption. We shouldn't allow now just because it's Central govt doing this time. As a professional from IT sector, this bill will kill the innovation by small and big players of industry. New Internet shutdown will obviously be misused as the current bill is already being misused(provides less power than newer one). Now the Central govt is planning to regulation OTT, citing cultural reasons. It will restict content which are not favorable to govt. They shouldn't implement the bill.

The most important thing we should do for national security is - Build a cloud infrastructure with help of domestic companies. Remember how during Russia-Ukraine war, all tech companies stopped providing services in Russia? If US wants, it can ask its companies to stop AWS, GCP, Azure services in India and it will overnight kill all Indian digital ecosystem. Old comment - ``` Indians need to understand the importance of privacy. There is no reason for govt to have power to force software companies to 'remove anonymous accounts'. If people feel some app is becoming too spammy, they can just leave the app and chose different app. Let the free market decide .. not government regulations. ```

Thanks for the concise breakdown. 1. Is app licensing available only to Internet communication apps or all apps with elements of limited communication embedded? If it's just Internet communication, then licensing with transparency and no fees in a specified duration is Ok otherwise it clearly reflects the Crony capitalist nature of BJP's tenure, Adani entering the telecom business is common knowledge now. 2. Curbing down spam is always welcome, at the same time identification of the caller is a good move. 3. Did Govt shut down the internet Illegally in the past? Sure Internet doing riots or curfews has its pros and cons- most of the time it leads to rumours and worsening of the situation, the local administration is accountable and answerable either ways. Is the bill passed?

Hello Ganesh Anna I couldn't watch last video regarding UHI because of an exam. I was so eagerly waiting for the Draft Telecommunication Bill finally it's uploaded. And thank you for providing a deep dive into UHI and how a health revolution in India is in making. My comment of UHI: For all the existing MAJOR health records of patients you see whenever any treatment happens in the hospital atleast Phone number of the patient is registered with the hospital. Most of the hospitals right from 2000s started to use computers. Then as we all know Phone number is linked with Aadhaar Card and Aadhaar Card is linked with UHI... So as we all can do payments by just simply typing phone number in the same way hospitals can upload the existing health data as well. But the major challenges of UHI according to my understanding of Indian citizens and existing healthcare industry are: 1) People always take medical history as a personal thing and don't want other people to know about it so I think few people might restrict doctor to upload the information into National health stack one of the blocks of Ayushman Bharat.... I feel this can be one of the biggest challenges of UHI. 2) Another big challenge is... As we know there is a bad image regarding private hospitals in the people that the hospitals usually create a few health issues to earn money despite patients having no such health issue. And this is true till some extent. So it will cause a geniune fear in the minds of people that hospitals might upload even non existent health issues as well to earn money and in order to retain patients. It's hard to get solution for this. One solution can be a regularly updated full body checkup. Second solution can be post treatment full body tests treatment but few tests aren't possible after undergoing certain surgeries. Last possible solution can be insurance companies YES because they usually examine a lot before releasing money. 3) Providing AFFORDABLE prices will be the biggest challenge. When in UHI app where there will be list of service providers there must be a regulatory body which keeps control on the prices without causing any loss to all the parties involved right from service providers to customers which includes Ambulance division as well. 4)We cannot expect a quicker deep penetration like UPI because still there are no adequate number of diagnostic centres and hospitals. I hope 4th point will prove to be wrong Few key areas to focus on 1) Security: In this Digital world cyber threats are a serious matter of concern so to avoid that we must have a strong Cyberdefence mechanism to protect Digi lockers, important meetings, transactions etc. 2) Increasing penetration: No doubt government is taking visionary steps but reach is not as much as expected so to increase the reach Government and people should act together and encourage citizens of India to use Digital services and they should also help citizens who don't know to use Digital services. 3) Maintainance: Servers should be maintained well and should ensure regular updates fixing bugs & issues 4) User friendly interface: Interface should be easy to access for all people because most of previous generation people especially in rural areas don't know how to use apps properly. 5) Data: Last but not the least data privacy should be the biggest priority and there should be two factor authentication which includes Sign in and OTP verification as well. And we must ensure the health data of citizens under UHI is stored in Indian servers only. If properly implemented I think this can turn into "Indian healthcare model" for many middle income densely populated countries.

I think if implemented correctly this is a step in right direction.. we as consumers wants data with cheap rates so that we can do whatsapp / facetime calls free of cost.. somewhere someone has to bear the cost right.. Also in the past there has been many instances where whatsapp have outrightly refused to cooperate in some investigations related to criminal cases.. in other countries most of these services are regulated but In a huge market like India they have a free hand to operate at their will... even if they have to pay for the license they should absorb that cost rather than passing it on to customers.. they have been earning limitless from markets like India till now.

Right to privacy is now a fundamental right. Including digital privacy. The state cannot promulgate such bills/laws to override the right of privacy of citizens when there are provisions in IT Act, CPC, Cr.P.C, Evidence Act etc. This bill is unconstitutional.

Thanks for making your excellently informative videos. When you made the video for UHI, I was afraid something like this would happen, resulting in Complete Government Control (CGC). I live in the US. People in the US are extremely scared of CGC. Imagine your livelihood being controlled by every little thing that happens to you regardless of whether it is due to natural causes or it being accidental. Telecom Bill 2022 is the next step towards CGC, and it will be a disaster for India. The only other country where this would work is Russia. Very scary. Very dangerous. No privacy.

Play store already filters scam apps. Do you think govt can decide scam/non-scam better than Google? Also, I don't want to wait 3 months for govt license approval after each new version release.

Yup bro, Govt. could do everything by saying just "NATIONAL SECURITY", Same can be seen in some wierd clause of CRIMINAL IDENTIFICATION PROCEDURE BILL & VPN BILL. I don't know whether it is right or wrong but there should be some checks & balances by seeing this govt. majority in the parliament.... KUDOS to your storytelling.

Govt should focus on curbing online, cyber scams jamtara scams etc that can be done by current laws instead of making new Laws which is nothing but paper work

When you consider messaging apps, there needs to be a control. What is happening now is Tom Dick and Harry are creating peer to peer apps and encrypting the messages while transmission. In case of investigations around terrorism and related activities, government is facing excessive hurdles to crack down cases. Also lets say while we want to do a video call from Airtel to Airtel, instead of people using Airtel video call, people are using whats app. This is killing the desire of innovation with the telecom sector. Being a software architect of distributed systems, I agree and support the licensing and granular control of government. This should have been done earlier as our government has to support 139 crore population and accountability of these US based companies is highly questionable.

If this bill is passed in the parliament. Then this bill will probably give monopoly to the central government in the telecom sector. There is no independent authority or commission in this bill to regulate this sector. Like in real estate (RERA), Special economic zone act. And chapter 4 of this bill, if you guys read biasely , then it is directly giving exclusive power to Adani group

China has initiated this move way back in 2010 to avoid losses incurred by telecom companies due to VOIP calls and messing services. In UAE its not allowed to use WhatsApp to make audio and video callsl.

We currently can have anonymous accounts created with fake IP addresses and use them to speak against govt policies. With this new bill, govt will get too much power.

Loved the video, one constructive feedback is, if you had released this video a month prior we actually had an email address to voice our concerns. Only good thing I've heard of all things today - NO SPAM/FRAUD CALLS- soooooooooooo good. My grandmother recently lost 80,000 rupees due to these fraudulent call because she download a unauthorised app from the anonymous link. We tried to file a complaint but everything was done by her consent so they can't anything.

This is the first video where I majorly disagree on most of your points: 1. Carrier v/s. Content: This is a long-standing issue in US too... Netflix / KZbin vs Comcast. It is not about "leveling field" as you say. It is because network providers like comcast are not ready to get bogged down just because KZbin / Netflix offered 4K services. Obviously Carrier is spending more to shuttle all that extra traffic and paying for hardware / bandwidth and they will have to raise their network prices. What is the advantage for the carrier? It has only been resolved by higher internet prices for home and excessively so for mobile. Just study US market with the highest carrier prices (home / mobile). 2. Data-Privacy / Lawful Interception: I agree. Btw, the way there is no need for a platform to enable 2-way encryption. If you really need to encrypt your communication (for whatever purposes, corporate, personal, govt. etc.) there are always means to do that (sender and receiver can both agree on 100's of mechanisms out there). Platform doesn't necessarily need to provide that service. It is a bonus for people who do not know. My apologies for the crude example... It is same as knowing how like a Mafia know how to dispose off a dead body vs just dumping it in a secluded place in a suitcase not knowing if any witnesses saw it or CCTVs caught it. 3. User / Caller Identity: You are misconstruing facts here. There is a difference between "Privacy" and "Anonymity". Same debate can be had for "Ensuring a Single Person in an ATM booth with hidden keypad" v/s "Wearing a Helmet in an ATM booth". 4. KYC: Know-Your-Customer/Consumer is necessary... Not-having-KYC is absolutely not in conflict or serve any benefit for the consumer in any form or manner. 5. Insolvency Code: Why Govt. shouldn't get back control of the Spectrum in case of insolvency. Banks own the financial / funding of operations aspect; they don't own the spectrum / technology. It is like if you are bankrupt, the bank which loaned your house will now own your wife / spouse. There is no transitive ownage concept like in the feudal system of yore. What can be given, can be revoked. It is that simple. Consumer-will changes and Govt-security is the only debatable point here. A very loose one at that as in that too consumer in a free market is free to choose. 6. Internet Lockdown: Why this is even a problem. Internet is not a "Fundamental Right". Every country has an "Emergency / Crisis / National Security" provision. In case of "Financial Distress" SEBI / Market has the right to choose, why shouldn't Govt. In case of a war or such conditions "Civil rights are dissolved". Lawful blockage of internet or a wire-tap (a non-fundamental right) is also had via Legal means. It is not in Govt. / Police hands. What is even the point here? Of course, there are problems of over-reach / opposition suppression, those are the "real" points to be addressed here...

I prefer to make changes to the Bill so that it won't kill new innovations coming up. Though, other side of the bill is pretty good until misused by Center itself. This could be done as by using something called quotas and company will require the Licence if they exceeds the quota Limit, or there could be other way as well.

Marketing calls against DND is the biggest pro of this bill. As much as licensing is bad for voice calls and messages, national security is also pivotal in curbing terrorism both local and internationally sponsored terrorism

Almost every government of leading nations have a similar provision in the name of national security. The most famous being Patriot Act. We also have to consider the way people including corporates misusing their rights because there is absence of clear cut rules. The main point here could also be of the revenue that the govt is expecting to earn due to these changes. Ultimately it all boils down to that.

Ok. 1. The license scheme is for voice call apps. Not every app would have to take a license for that. How will it prevent innovation? 2. The license doesn't restrict the apps from innovation. It just gets them in a category where government can apply rule to get information out of it.
