Why the Dutch Government Has the Best Graphic Design

This is a video on the Rijkshuisstijl, which is the Dutch Government's Visual Identity. It also compares with Sweden's government identity, the Swiss government identity, and the German government identity.
To be quite frank, this video was a bit of a passion project, and I will not make videos like this in the foreseeable future.

The NS, the Dutch railways, is technically *also* a private company, although the Dutch government is its major stakeholder. They can also run their own designs.

Probably worth mentioning that one of the rumours as to why it looks like that is because a bunch of parliamentarians complained about the designs being way too grand and expensive based on a handful of leaked photos (eventho some of them had seen full plans, including costs which were not as bad). So the designers alledgedly countered by making it purposefully very minimalist and, frankly, like a regular seventies office.

as a Dutch person, I'm pretty satisfied with our emergency service vehicle designs. on the newer vehicles, the red and blue striping that's universal to all vehicles is now also reflective which makes them more visible at night. to add, the green vehicles are emergency coordinators, usually, they're civil servants called out at big emergencies to coordinate emergency services between regional departments

One thing to note: PostNL has been privatised for some time now, that's why the design may not be as 'clear' as Dutch governmental design. It was designed by a private company for a private company. Though I agree it ain't great design

ive literally never, in my entire life, seen a video that pertained so much to my niche interests such as this one. For some odd reason, I always recognized and thought extensively about government graphic design from the Swiss to the Pakistanis but never would I think that tens of thousands of others were also noticing these details. As a dutch resident, I really admire how easy it is to profile federal material: like you said, that blue letter is noticible from a mile away. Digital content and centralization in design strategy during the pandemic was also very effective. Terrific video!!!!!

A note as an Estonian (who actually does some Estonian governmental branding), I agree that it is designed like a startup than a nation (the graphics you demonstrated), but these are the graphics Estonia uses to market itself outside of Estonia. Inside Estonia governmental facilities have a lot more toned down and less "startup" design for the citizens. Estonia just wants to paint the picture of that design to others. :D

I mean, I'd translate it more to "Just be yourself, then you're already unique enough". Since that's a bit closer to the meaning. But yeah, we as a nation tend to share that philosophy and approach to our daily lives. There is no reason to act up and seek the peak of eccentricity, just be yourself, accept yourself, and accept others being themselves unless it directly negatively affects others. My personal guess is that that philosophy is also why we were among the very first to legalize gay marriage (even if there still was the usual negative religious response to that in some areas).

I'd urge you to look at the UK's governmental design. Every UK gov website is universal and simple, helping people with disabilities etc read and use said websites. This design is also seen on any official letters, tax documents etc.

That's what I was thinking. The Dutch logo is just a coat of arms, which the UK used for years as it's logo and has since simplified that to just a crown on the top of the coat of arms.

Small clarification about logo at 6:55, SŽ is not rail company in sense of company that runs trains, but is organization that takes care about tracks, as well it stylized Ž (pronounced as zh) that is first letter in Železnice which is Czech word for railway. BTW železnice is combination of words železo (iron) and silnice (road), so it is basically iron road.

I would make an argument that British graphic design is much better at being a governmental design. The whole GOV.UK Design System (which things like websites, logos and copy are based from) isn't just there to look pretty - it's also meticulously user researched and designed to be accessible by everyone, including those who have impairments like poor vision or whose main language isn't English, with this research being completely open-source and contributable by anyone. In the UK, it is now a legal requirement for departments to effectively make designs to accessibility standards, and as the GOV.UK Design System always complies with those regulations, pretty much every department uses it, creating a consistent theme across Government. A lot of the designs you reference from the Dutch would actually be illegal for British departments to use, because a lot of the colours and effects the Dutch departments use in your examples (such as translucent text and poor colour contrast) break the accessibility guidelines. And the thing is, the government is there to serve everyone's needs - so what's the point in designing something not everyone can access? It's just a waste of time and money otherwise at best, and is discriminatory at worst. There is absolutely no reason why governments cannot make accessible content for everyone *and* make it look pretty, because it's being done right now (at least in my opinion). EDIT: I should say, I am biased, for I do actually work on and with the GOV.UK design system.

05:46 The green one is not "regional protection", it's for the "veiligheidsregio" which translates into english as "safety region". It's essentially a government body that coordinates cooperation between the other emergency services in case of big incidents. They work at a high level to ensure proper cooperation, request backup from other regions (i.e. extra fire trucks when there's a really big fire) etc.

6:53 This is not Czech's national rail company, that would be "České dráhy" - Czech railways, which has logo of letters ČD. The logo shown stands for "Správa železnic" - which are the railway administration (Still owned and funded by state), they own most of the railways (they build new and maintain them) but they do not operate trains, you can't see their logo on Czech public transport trains.

Move to Netherlands to study marketing and have always been impressed by the gov sites here compared to at home. Sites related to covid restrictions were also much clearer than most I’ve seen for other countries

I lived in Amsterdam for 6 years, The dutch IRS still sends me letters to this date to my German address, because of some tax stuff. They are the prettiest and easiest to read letters I have ever received in my life, in beautiful blue envelops. Compare that to the German tax office that sends their correspondence on brown recycled paper printed with what appears to be a 9 head needle printer.

I fully agree with all your points but I think that following that logic the British government design probably edges it out. I moved to the UK about a year ago and I was incredibly impressed by how consistent and recognisable anything to do with the government is. Train station signs, websites of course, road markings, even public safety notices at construction sites. It just feels so much more cohesive and recognisable than anything in the US. Everything I have seen in the Netherlands -- while quite nice and well put together -- doesn't have that same sense of unity as the British design does.

From this we can conclude that A) Jesus is the Son of God and can predict the future or make it happen, B) The world leaders/nations/governments etc have been conspiring together for the last 3000+ years going back to Babylon and before, C) History as we know it is fake. You don't really need to speculate once you start a relationship with God. Can't get a response from God? Fasting can help increase your perception and prayer can help initiate events. God will ignore you if your prayer does not align with His purpose (James 4:3) or if you are approaching Him when "unclean" (Isaiah 1:15, Isaiah 59:2, Micah 3:4). Stop eating food sacrificed to idols (McDonald's, Wendy's etc) stop glorifying yourself on social media or making other images of yourself (Second Commandment), stop gossiping about other people, stop watching obscene content etc. Have a blessed day!

You didn't really comment on why Dutch Design is of high standard. Let me try to share my view as a Dutch designer that has worked on projects that were awarded with Dutch Design Award. There are a lot of good design studies at renowned Dutch art academies. The quality of education is really high because as an art student, most of your teachers are founders of or working at world-class design studios and agencies, or have their own practice. Combined with thorough theory classes, this provides good chances to connect and work with industry professionals. I've been a coding teacher for Graphic Design students at an art academy, and I was surprised that the level of motivation is still really, really high amongst the students. There are foreign students that actually fake their remote interviews because it's not easy to get in. Your English language skills and portfolio must be on point. Also emotion runs high sometimes, especially with the mid/end-term assessments. You might think that you would only paint or make stupid sculptures, drunk and/or stoned at an art academy, but I can assure you that it's a 24/7 job. Imagine having to be creative all the time. The end result from some assignments might make no sense (visually) to external viewers, but it's four-year (or much longer) process where you learn a mindset. I can compare it to letting a seed grow, you have to drop all your previous design beliefs and start from scratch during your studies. Good education and high standards are key for good design. You need to want to innovate. The Dutch Government design is a good example of a well-made design system, which is a result of competent artists and designers. Invest in art academies and tutors if you want good design!

Nice that you shed some light on this, I've always knew our design was more friendly and recognisable than of other countries. Some of the US ones for example are way over the top up to a point where you need a magnifying glass to identify which government body they represent. 5:39 the 'regional protection' is the veiligheidsregio (safety region). it isn't really an emergency vehicle, more like a car that staff uses to go to and from work (and sometimes to go to incidents). the safety region is just the organisation that regulates fire and ambulance service in its area.

In my opinion, I would say that Dutch government design isn’t that different from German design: same limitations in both. But, I would say that one decision, the stripe, has made this design so different from German: the German government design lacks a clear centre and sorta pushes to the left - you have the black-red-gold strip, followed by a free-floating eagle, followed by the name, so the weight is lying towards the stripe. In Dutch design, the stripe is the centre of weight, which allows for it to be in the centre of any communication (posters, mail, letters) rather than by the side. Another thing is key colour: Germans don’t really have one in their design, so it fits anywhere, but doesn’t carry any message other than “this is Germany”. Whereas, Dutch design uses blue - and by a lot. The stripe is blue… and that’s it. No red, no orange - just blue. This allows this colour to dominate overall communications, but it also carries the meaning of calm and stability - something you would want to associate your government with (unless your plan is to freak everyone out that you’ll nuke the world). Also, this sort of colour principle happened for corona communication in Denmark: rather than use alarming colours (looking at you, Switzerland, and your red, yellow and “VOICI COMMENT NOUS PROTÉGER”), Denmark and its health authorities went with blue for corona communications, and a bit square-ish [corona | covid-19] logo, for communicating new requirements and how to protect against the virus. Same rules were applied for green and vaccination campaign. If you find this topic interesting, a review of corona communications design (or maybe even communications themselves) across multiple countries could be pretty interesting.

I feel like a lot of what you're talking about is relevant also to the UK government, and arguably done better. Heck, even their government website won an award in 2013 for how well designed it was and it was subsequently used as basis for other government websites - even the Netherlands government website was based on it. Their logos also follow a pattern but are still visually distinct enough from each other - they're all the same size and use a different accent color to differentiate between themselves. I was quite surprised that you didn't use them as a comparison tbh

To explain the emergency services with the green color at 5:43. It's a department that is focused on communication and mostly communication towards the media. They are only used for very big incidents that will be covered on TV and such, or incidents that people really need to know about.(in case of toxic gasses for example) Also we also got vehicles with dark blue and red and white stripes. They are for the military police.

I also really like that they often put what's in the letter on the outside, not the details but things like "This letter contains details about your options for a coronavirus vaccine" - so you immediately know what to expect and don't have that dread of the unopened envelope.

Im not even from NL and i got the blue one. It's so hard getting used to not being allowed to even slightly exceed the speed limit, in Poland there's about 10km/h of margin left for error. Pretty sure that's standard in many countries, then i visit NL and get a ticket for having an avg. speed 3kmph above the limit. Don't get me wrong, thats a solid system, just takes more getting used to than those few days i'll spend in NL every year

The most common logo you see on Czech trains is actually from ČD, the government owned train operator. Also, the logo you used is also supposed to be the letter Ž, for the word "železnice", which means "railway" or "railways".

I think that that the thing that makes it to stand out, even thou it follows common pattern that ÖBB, DB and other use, is that they had used two lines that evoke rails for the letters.

If you are not a follower of Messiah I would highly recommend becoming one. Call on the name of Jesus and pray for Him to intervene in your life - Revelation 3:20. Contemplate how the Roman Empire fulfilled the role of the beast from the sea in Revelation 13 over the course of 1260+ years. Revelation 17 confirms that the beast is in fact Rome. From this we can conclude that A) Jesus is the Son of God and can predict the future or make it happen, B) The world leaders/nations/governments etc have been conspiring together for the last 3000+ years going back to Babylon and before, C) History as we know it is fake. You don't really need to speculate once you start a relationship with God. Can't get a response from God? Fasting can help increase your perception and prayer can help initiate events. God will ignore you if your prayer does not align with His purpose (James 4:3) or if you are approaching Him when "unclean" (Isaiah 1:15, Isaiah 59:2, Micah 3:4). Stop eating food sacrificed to idols (McDonald's, Wendy's etc) stop glorifying yourself on social media or making other images of yourself (Second Commandment), stop gossiping about other people, stop watching obscene content etc. Have a blessed day!

6:58 actually, that is not the logo of the CZ railway company, that is the logo of the CZ railway MAINTENANCE company, the railway logo is very simillar to the Deutsche Bahn one, it is two letters CD (České Dráhy/Czech Railways). The railway maintenance has an acronym of SŽDC, the letter Ž stands for the word železnice which means railway in czech, so the logo looks like a railway while it is also the letter Ž, but you won’t find the orange logo on czech trains or stations

As someone who has had to deal with some really annoying and awful government branding, both in and ex-eu (looking at you uk) this is abnice reminder of how things should be. The Dutch system is so good and so omnipotent i forgot about it all together, which is how graphic design for goverment should be. A statement by all means but bland enough so you dont get repealed by it and simple so that you dont spend much time thinking about it, in short a background item so that you focus on the content. Much like a nice watch the Netherlands have a system that can be a conversation started but unnoticeable enough to not draw attention. After all its the person the watch is on (or the goverment itself) not the watch thats what you're therefore. (or the design)

UK's branding might not be the best looking, but their digital accessibility is one of the best (or so I heard). They originally designed it to work on Sony PSP console or something like that which i find really cool.

As someone who works on it - it's designed to function on literally anything with an internet connection. You could in theory use a terminal to access GOV.UK websites and it would be usable to an extent (although not perfect), as you only need the HTML (i.e. the raw structure of the site) - everything else has been designed to be optional. You can apply the CSS (the stuff that makes it look pretty) and the JavaScript (the stuff that gives us some extra features like analytics for research), but can disable both and be perfectly fine.

@@HalfLeftToby Some of our costumers are Dutch nationals operating British registered fishing vessels and they have to do quite a bit of paperwork since Brexit. I haven't heard much complaints and even some compliments on the operatibility of these sites, as they have to do them real time on often small VSAT connections. So kudos to your team. :)

The editing on this video was really good. Honestly this seems like a video to go viral, and get over 1 million views. That being said although I can understand the aesthetics of minimalist design ( more a Swiss international graphic design fan myself). It's not something I'm particularly fond of ( particularly in government settings). DB logo is something in my personal opinion is not good design language ( not being from Europe , had no idea what it was). I honestly prefer government design to more explicit/recognisable. since I assume if your looking for government/public service it must be somewhat important. I don't think function should be sacrificed for aesthetics.

Personally I'm familiar with a lot of websites of different European governments. I have to admit the graphical design is neutral. That's why it fulfills it's job. But still I'm going to criticize the organization of the contents inside a page. There is no organization. For each new topic you look up in the administrative site you have to have a masters degree or you don't understand it.

The Germans are pretty obvious as all of them tell you what side you are on in the upper left and give you the same menu, footer, etc. so you don’t need to reorient yourself once you have visited on of them.

@@mypdf I guess that's true for every site but I had issues with covid travel restrictions sites because updates where made without respecting what was written in other paragraphs. There was a lot of repetition etc. or a lack of definition (still don't know what the brits mean by fully vaccinated, 2 or 3 doses)

I think the new police uniform shows where they've totally failed. They could have made it modern and distinguishable by implementing diagonal lines in red and blue. But instead, they took the colour sceme of roadworkers' dresses, and projected that on an american-cop uniform; and they ended up with a stupid yellow line on black. I mean: why does the uniform totally contradict the design language of the police cars? Private security guards look more police-like than the police themselves.

Thank you for this, it was really interesting and eye-opening! You point out Italy as an example of good design; yet, when we talk about branding, the Italian public administration is stuck in a curious situation. Branding *does* exist since 2016 (together with an official font, Titillium, and a color palette) and just like the Netherlands, ministries with all their weird logos and no guidelines whatsoever were finally forced to adopt a standard layout for digital and printed materials. However, just like anything in Italy, there isn't an official requirement for public offices to respect said guidelines, so you might end up with a website that even has a mobile version, but receive a document which looks like it came out of a 90s fax machine. Probably the big issue is that the general public doesn't see this as a requirement, and politicians don't want to explain a reform which might be seen as a waste of tax money. Again, it would be interesting to see the relationship between public affairs and design, as it says a lot about politics in general. tl;dr Subscribed. I love how you animate everything. Bravo!

Great analysis. I feel like the branding of the Government of Canada is also a pretty good case study, as it's one of the earlier governments that standardized their branding. The result is that all government-related documents, websites and signage look very consistent, if not a little bland. Playing with colors is also not permitted, unlike what the UK or the Netherlands do. I also like their overall "Canada" wordmark logo. I feel like in Holland they really put thought into everything. I was in Rotterdam last month and everything was just so convenient, city planning, fantastically modern and creative architecture next to authentic old buildings, specific bicycle lanes separated from the car lanes, large open spaces, and everything in close proximity. I fell in love with the country immediately and I plan to move there from the hellhole Germany.
