If i recall, the IRS actually wanted to streamline the tax return process since they do know what you owe and how much you get back. The IRS would just do all the calculations and filling for you and just mail you a check or invoice depending on what was needed, but 3rd party companies like turbotax and H&R Block shut it down because that meant that they wouldnt be able to get paid.

Ideally this would work for simple nonbusiness 1040s that are only reporting income like a w2. IRS has that info. For business returns, they don't know how much a business makes. Especially for businesses that have a good chunk of cash receipts. IRS has 1099 info but if someone doesn't issue one, IRS doesn't know. There's C corps that you aren't required to give a 1099 to too. I've seen clients with 0 informational returns issued to them that make millions. IRS wouldn't have a clue they were making that much and wouldn't send them any bill if that's how the system worked.

But how much you owe besides that is automatically calculated. Tax is automatically payed each month taken from your paycheck, and once a year they calculate for the year if there are any mistakes or if you have reported things that can make you save on you taxes and then sometimes you owe a little (usally mistakes are below $1000) or are owed some.

I'm American-Swedish. In Sweden I file my taxes by text message. It's great. Fun fact: if you are an American citizen living abroad, you still have to file your taxes every year. So every tax season, I go from the stress of US taxes to the ease of just texting "yes" to the Swedish tax agency.

In my country, tax is deducted from our pay each month and the department of revenue tracks this. Then, we file a return at the end of the financial year to check whether we overpaid or underpaid for the year. If we underpaid, we just pay the balance and go on with our day. If we overpaid, we get a rebate straight into our bank account. It baffles me that the IRS doesn't do the same 😂 I'd be done for tax fraud regularly 😂

The reason the IRS doesn't tell you up front what you owe, is to ensure the government isn't putting unlawful tax burdens on its citizens. This is the same reason why the IRS doesn't do their own collections. It's outsourced to a 3rd party. I actually got better info from the collections agency than directly from the IRS.
